This was not done by Panni. It was by Kandavel & Kulasinghe (SEC)(http://kulasinghe.com/patents.htm)
I was aware of this web page, Kulasinghe was a an engineer and by design what he might have meant was the structural design. The Architect of the project was panini, that's of course if he wasn't lying to me! lol!
